In recent years, the US Small Business Administration’s 7(a) Loan Program has been subject to increased regulatory oversight and statutory compliance by Congress and the SBA’s Office of Credit Risk Management (OCRM).  As a result, the SBA has issued new proposed rules impacting many aspects of credit
underwriting and closing of SBA 7(a) loans.  For banks participating in the SBA 7(a) Loan Program, it’s critical to remain updated on the proposed rules, latest policy changes, and best practices for underwriting, documenting, and closing SBA 7(a) loans in compliance with current rules and regulations.  Understanding recent program changes ensures your bank will continue to benefit from this profitable loan program and provide a valuable loan product to your small business customers.

Speaker: 

Kimberly Rayer is a partner in the law firm Starfield & Smith, PC, where she concentrates her practice on SBA lending programs, commercial financing, and other secured transactions.  She represents lenders and lectures across the country on SBA closings and eligibility and compliance matters.  

Kim is admitted to practice before the Supreme Courts of Pennsylvania and New Jersey and the Federal District Court for the Eastern District of Pennsylvania.  In addition, she is a member of the American Bar Association and the National Association of Government Guaranteed Lenders (NAGGL) and was named as a Pennsylvania “Rising Star” by Philadelphia Magazine.  She received a Bachelor’s from Drexel University and a JD from the James E. Beasley School of Law, Temple University.
